Warm Homes Grant 2015/16 – Guidance Notes
This funding has been made available by Essex County Council Public Health and Wellbeing to support vulnerable people in the Rochford District during Winter 2015/16. The purpose is to prevent cold-related illnesses and death amongst frail elderly and other vulnerable people.
The funding is to be used to prevent or respond to crises but no definitive criteria has been stipulated. However, suggestions include minor home improvements, emergency heating, food, clothing, bedding, cooking equipment and transport costs. Please note that there is only limited funding available and although we are not stating a definitive cap we will need to make a judgement based on value for money and the number in each household.
People that are eligible include:
Older People (over 65)
People living on their own who are socially isolated
People with a chronic/severe illness
Children under the age of five living in poor housing
Homeless people/street sleepers
People who are fuel poor
People living in housing that is in poor condition e.g. draughts, dampness
Applicants MUST live in the Rochford District.
Individuals will not be able to self-refer, so we are asking local community organisations to make referrals. It will be the responsibility of the referring agency to demonstrate the vulnerability of the individual/family.
How to refer
Please complete the Warm Homes Grant referral form with the household details. We need to know who lives in the household, what they require and the reasons behind their need. Completed forms should be returned to: email@example.com A panel of three will assess and approve each application.
How will items be purchased
This will depend on individual requirements. We may supply vouchers (e.g. for food) or purchase items through an online retailer (e.g. Amazon). As the referring agency we will liaise with you over delivery to the individual/family.
We will need to carry out some basic monitoring of the project. We would like to know the difference it has make to the individual or family and what difference you, as the support agency, have noticed. We also need to undertake 2 case studies of people benefitting from the funding. Please indicate on the referral form if the individual or family would be willing to act as a case study.
If individuals or families have not received a recent benefits check RRAVS will put them in touch with a relevant agency who can provide support to ensure they are receiving the correct entitlements.
